Accelerating Impact – Strengthening Systems, Equity and Resilience on the Road to Cambodia’s 2050 Vision

The 8th National Conference on Transforming the Education Paradigm, under the theme: “Accelerating Impact – Strengthening Systems, Equity and Resilience on the Road to Cambodia’s 2050 Vision” served as a national platform connecting voices, evidence, and policy to advance the transformation of Cambodia’s education sector.
Organised by NEP Cambodia – ភាពជាដៃគូអប់រំនៃអង្គការក្រៅរដ្ឋាភិបាល (NEP) on 17–18 September 2026 at Hotel Cambodiana, Phnom Penh, the conference brought together representatives from the Royal Government, civil society organisations, development partners, sub-national administrations, POE/DOE, school leaders, teachers, researchers, youth, target groups, and other education stakeholders.
The conference provided a space for stakeholders to listen, share, discuss, and identify practical priorities to accelerate implementation and address the gaps between policy and practice.
🎯 Six Key Priorities Discussed at the Conference
1. Fair and sustainable school financing: Ensuring that financial resources are allocated and utilised in an equitable, efficient, and sustainable manner to support schools and learners who need the greatest assistance.
2. Ensuring every child can learn: Removing barriers to children’s access, participation, and learning, ensuring that every child has the opportunity to learn and that no one is left behind.
3.Technology in education: conditions for impact and safety: Promoting the evidence-informed use of technology and AI based on effectiveness, equity, safety, and accountability. Technology should serve as a tool to enhance teaching and learning, not as a substitute for teachers.
4. Climate-Resilient Schools: Strengthening schools and the education system to better prepare for, withstand, respond to, and recover from the impacts of climate change.
5. Second-chance education, non-formal education and lifelong learning: Strengthening flexible and connected learning pathways linking youth re-entry into education, non-formal education, and technical and vocational education and training (TVET). This aims to provide young people who have dropped out of school or missed educational opportunities with pathways to return to learning, acquire skills, and continue developing their capacities.
6. Strengthening the Teaching Profession through Qualifications, Support and Appropriate Salaries: Strengthening teacher preparation and professional development, professional support, career progression, working conditions, and appropriate remuneration so that teachers can focus on teaching and improving learning outcomes for all learners.
🎙️ From Voices to Action: Key messages from speakers and participants highlighted that transforming education cannot end with the development of policies and plans. Commitment must translate into implementation, accountability, monitoring, and tangible impact for learners, teachers, schools, and communities. The voices of young people also highlighted the importance of meaningful youth participation in shaping and advancing the future of education. Young people should not only be beneficiaries of education, but also partners in designing, implementing, and monitoring education sector transformation.

Through this conference, the NEP continues to strengthen its role as a platform for dialogue and partnership in education—bringing together voices from communities, evidence from research, and experience from practice and connecting them with policy-level discussions.
The platform creates space for stakeholders to listen to one another, engage in open dialogue, exchange experiences, and identify common ground to advance collective action and sustainable change for Cambodia’s education sector.
