On 14th-15th July 2016, Mr. Chin Chanveansa, Executive Director of NGO Education Partnership (NEP), H.E Put Samith, Director of General Education of the Ministry of Education Youth and Sport (MoEYS), and other 7 team members visited Out of School Children Project that implementing by the Cambodia Organization for Children and Development (COCD) and funded by Aide et Action Cambodia.
This project is implemented in two districts in Kampot, Chhouk and DongToung Districts which cover 48 villages and 24 schools. The purpose of this visit was to learn and share the best practices of NGO's work to support out of school children. Mr. Lam Socheat, Out of School Children Project Manager of Aide et Action presented to all participants the background and results of the project and Mr. UngPola, Executive Director and Founder of COCD presented the 7 steps of the recruitment process for selecting the target groups and identifying and supporting out of school children. The children in the project get the study material such as school uniforms, shoes, basg, books, pencils, white boards and also receive grants of about 12,000 riel for 9 months. Finally, a performance took place by the Woman and Children Commune Committee.
After listening and learning from the presentation, H.E Put Samith, affirmed his support of the implementing organization and expressed his hope that sustainability is ensured when the project is completed through strong collaboration with the District education office and other partners. Since MoEYS also offers scholarships to poor children in schools nationwide, there is much opportunity to collaborate to strengthen the work. H.E also raised the importance of Community Learning Centers to provide the skills according to the needs of community as well as literacy classes which provide the opportunity to out of school children and youth to have knowledge and skills for improving their living condition.
All participants were invited to visit Promol primary school to see the real condition of target students' study and discuss with education staff and students to find the implementation gap of the project. Mr. Chan Sophea, Director of the Primary Education Department, sought to learn what is different between the scholarships provided by NGOs and MoEYS. The scholarship project provides out of school student by giving them the opportunity to learn in public school But the scholarships provided by MoEYS focus on poor children who are studying in public school in nationwide. Thus, both of these scholarships are complementary to each other.
On the last day of visiting, all participants were invited to visit Epic Arts Organization that was established in 2001 to promote the total inclusion of people of all abilities and disabilities using the arts as a form of expression, transformation and empowerment. Epic Arts is implementing two main projects: Inclusive Art Course which is a full-time, two year arts course in which students from disabled and non-disabled communities study dance, theatre, art and music. The second project is the Special Education Project which offers three creative educational programs to children and adults in Kampot such as PeaceClass, Independent Class and Inclusive Class.
All participants learned a lot from Epic Arts Organization including both achievements and challenges on the allocation of budget for staff rest and rest and recuperation after difficulty teaching disable children, and the teachers are the staff of Epic Arts who teach disable children are not yet integrate to be a state teacher.
Aide et Action, Epic Arts and MoEYS agreed to improve collaboration and work together to address any problem. Since MoEYS also has funding to support on disabled children, MoEYS will motivate and give the priority to the teachers are currently staff of Epic Arts who teach disable children to be a state teacher through the national examination that conducted every year in each province nationwide.
On 17th June, 2016 from 8:30-12:00 pm, NEP organized Primary Education Sub-Sector Group Meeting at Tonnle Bassac Restaurant and 34 participants with 9 female from 28 NGOs members are participated in this meeting.
The agenda of this meeting is sharing grade 3 of national assessment finding and discuss on possible intervention, dissing about exposure visit at province to learn from other thematic issues and sharing the best practice from Cambodia Children Fund about how to support poorest and vulnerable children to accessing primary school.
